This role coordinates the planning, initiation, execution, and monitoring of complex, multi-workstream efforts across engineering, analytic, and research teams, as well as external partners. The TPM drives delivery cadence and production pipeline using structured methodologies, including stage-gate planning and milestone tracking, while supporting parallel execution under a Directly Responsible Individual (DRI) model. Operating with minimal supervision and significant independent judgment, the TPM develops and manages project plans, timelines, and performance metrics; tracks dependencies and risks; oversees project communications and reporting; and ensures alignment with agency strategy and applicable policies. The role operates in a matrixed environment without direct supervisory responsibility, coordinating stakeholders and project staff to resolve priorities, support decision-making, and improve processes to ensure successful delivery.Essential Job DutiesDelivery Systems and Execution OrchestrationPerforms advanced project management work to coordinate the planning, initiation, execution, and evaluation of complex, multi-workstream efforts. Manages the CTIC production calendar across intelligence products, research deliverables, and external commitments; sequences work and resolves priority conflicts across analyst, research, and engineering teams. Applies structured project management methodologies, including stage-gate planning and milestone reviews, while supporting parallel iterative execution and ensuring each deliverable has a clearly assigned Directly Responsible Individual (DRI). Coordinates and evaluates project activities, including responding to changes in scope, timelines, and specifications. Monitors and manages project cost, quality, and deliverables to ensure alignment with established objectives and requirements. Supports organizational scaling efforts, including onboarding, integration into active workstreams, and capacity planning.Operational Cadence, Visibility, and OptimizationPerforms advanced coordination and reporting functions to support project transparency, accountability, and continuous improvement. Leads operational cadence activities, including planning cycles, decision forums, and recurring meetings, to drive timely decision-making and execution. Maintains documentation of project activities, decisions, and commitments, ensuring follow-through and accountability. Tracks and reports on project performance, milestone attainment, program health, and status to leadership and stakeholders. Applies approved tools, including AI and automation technologies, to enhance efficiency in project tracking, reporting, and communication. Ensures alignment with applicable state cybersecurity policies, standards, and reporting requirements. Qualifications: Minimum QualificationsFive (5) years of experience as a technical program manager, engineering program manager, or equivalent role coordinating delivery across technical and analytic teams.
Demonstrated experience managing complex, parallel workstreams across engineering, research, and analytic teams, including operating structured delivery rhythms (e.g., planning cycles, milestone reviews) and accountability models (e.g., DRI), with sufficient technical fluency to manage dependencies and risk.
Practical experience using AI-assisted tools to support program management activities (e.g., tracking, reporting, documentation, or coordination).Preferred QualificationsExperience in a cyber threat intelligence, security operations, incident response, or threat hunting environment.
Experience coordinating delivery in a newly established or scaling organization with evolving processes and tooling.
Experience managing external commitments to vendors, partner agencies, or platform providers, particularly where delivery depends on internal technical work.
Experience supporting executive leadership through recurring decision and review forums.
Experience in state government, critical infrastructure, or other environments with elevated data handling and compliance requirements.
Experience integrating or customizing AI/LLM tools (e.g., APIs) to support program management workflows.
