Responsible for initiating, planning, and conducting complex geospatial projects as part of the geographic information systems (GIS) team within the Texas Highway Patrol Highway Safety Operations Center. Work with crash and law enforcement data, other GIS analysts, intelligence analysts, and executives to complete a wide range of projects. Maintain and utilize knowledge of geospatial techniques and implements new methodologies as appropriate. Perform geocoding of programmatic data, prepare maps, data visualizations, web mapping applications, and other products for clientand#8217;s use.2.Initiate and conduct advanced geographic/geospatial projects involving statewide crash, law enforcement and roadway datasets. Including producing: innovative spatial analyses utilizing both SQL and geodatabases, online mapping applications with ArcGIS Online tools and/or customer Javascript process automations with Python, ArcPv and ArcGIS API.3. Communicate with customers, agency staff, and management regarding GIS requests and develops parameters for specialized mapping requests.4. Provide technical assistance to the DPS chain of command and other customers as a GIS subject matter expert.5. Provide GIS support to other State agencies during times of emergency and other DPS Divisions as needed/requested.6. Write programs and develops user interfaces, menus, and macro-level commands to meet user needs.7. Digitize and maintain spatial databases of enforcement information on state highways, document procedures, validate data for accuracy and completeness, and produce maps of relevant information.8. Develop and implement data management policies and methods. Document all procedures used, validates data for accuracy and completeness, and completes approved metadata forms.9. Research and develop cutting edge analysis techniques, including using GeoAl.10. Evaluate traffic safety information from outside sources to determine the quality of the data.11. Import, create, reformat, and process data to produce spatial distribution maps for various studies.12. May serve as a lead worker providing direction to others.13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.14. Perform other duties as assigned.
Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS:Education and#8211; Graduation froman accredited four-year college or university with a Bachelorand#8217;s degree.Experience and#8211; Minimum of three (3) yearsand#8217; work experience in a criminal justice, government agency, or private sector agency performing duties or relating to geographic work to create, maintain, display, update and produce accurate maps and other representations of data.Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.Licensure and/or Certification and#8211; If driving is required, must possess a valid driver license from state of residence.Regulatory Knowledge and#8211; Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Supervisory/Managerial/Leadership Skills and#8211; Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.Technology and#8211; Advanced proficiency with ERSI products, specifically ArcGIS Pro, ArcGIS Online, Webmaps, Experience Builder and Survey123. Experience with open-source alternatives, such as QGIS, combined with Python, Javascript, and R programming experience are a suitable substitute for ESRI experience. Ability to learn new software/systems. Skill in solving problems; in testing, installing, and implementing geographic information system programs across different platforms (e.g. vehicles, UAS, marine, mobile, etc.); and in the use of application software. Able to troubleshoot system issues.
