Summary This position is located in the Bureau of Diplomatic Security, Cyber Technology and Security Directorate, Office of Cyber Threats and Investigations, Cyber Threat Analysis Division (DS/CTS/CTI/CTA). Responsibilities Plans and conducts comprehensive analysis, assessment, and reporting global cybersecurity threats, incidents, and events affecting the Department's critical IT infrastructure including highly sensitive networks, systems and data. Conducts proactive collection, analysis, and reporting of relevant, all sources cyber threat intelligence that provides the information needed to take action required to mitigate serious cyber security threats, incidents, and events. Ensures the dissemination of cyber threat information through the publication of timely threat assessment and analysis reports on both a regular schedule and on an ad hoc basis as dictated by the cyber threat environment. Provides expert technical advice to IT specialists, intelligence research analyst, and contractors throughout the Bureau and Department on current methods for protecting the Department's global IT infrastructure from cyber threats. Maintains liaison with counterparts in other intelligence and law enforcement agencies especially those with cybersecurity responsibilities, including FBI, NSA, DIA, CIA, DHS, and DNI. Requirements Conditions of Employment Qualifications Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail; Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; Problem Solving - Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations; AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: - Experience analyzing large data sets to identify cybersecurity threats, incidents, or events against IT systems and networks. - Experience implementing emerging technology and automation tools to support assessments of the current cyber threat environment. - Experience developing recommendations to mitigate cybersecurity vulnerabilities and risks. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
