Summary This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Supervisory Intelligence Research Specialist, you will be responsible for the oversight and operational direction of the Counterintelligence (CI) Directorate's analytical processes and products and for providing advanced knowledge and insight to DOE decision makers. Responsibilities This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. As a GS-15, Supervisory Intelligence Research Specialist, you will: Serve as the manager (Branch Chief) of the DOE CI analysis program, responsible for planning, execution, and oversight of finished tactical and strategic analysis produced by analysts at HQ and in CI field offices. Ensure all DOE CI analysis is consistent with relevant DOE guidance and Office of the Director of National Intelligence directives. Regularly make oral presentations, which convey ideas, facts, conclusions, estimates, and projections to senior level personnel. Collaborate with other Intelligence Community agencies to develop joint analytic products, coordinate on key judgments, and limit redundant analytic efforts. Oversee employee performance and provide advice, counsel, or guidance on work, administrative matters, and broad programs and policy guidance through discussion of program goals, national and DOE operations, and policies affecting the direction of Office of Intelligence and Counterintelligence. Assure sound position management principles and adequate internal controls are established and implemented within the branch. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting 2 of the following 3: Analyzing adversary tactics for targeting an organization's personnel, technology, or sensitive information and presenting these findings and recommendations to senior leadership (e.g., executives, senior government officials, or corporate leadership) to inform their decisions. Setting priorities for an analytics team, assigning tasks based on individual capabilities, and ensuring final products (such as reports, briefings, and assessments) meet organizational standards and deadlines. Coordinating joint analytic projects, resolving differences, and ensuring a unified effort to address complex security threats. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
