Summary You will serve as a LEAD FINANCIAL MANAGEMENT ANALYST in the BUDGET DIVISION of NAVAL SPECIAL WARFARE CTR CORONADO. Responsibilities You will support the formulation and justification of NSW Center budget estimates in collaboration with the departments and subordinate commands performing continuous analysis. You will monitor budget execution to ensure funds are obligated and expended to accomplish planned performance goals and successful execution of requirements. You will ensure compliance with established processes, policies, and auditability standards, to include oversight or liaison functions for financial management activities. You will ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and products and services. You will lead the team in identifying, distributing, and balancing the workload and tasks in accordance with established workflow, skill level and/or occupational specialization. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Extensive knowledge ensuring strict fiscal compliance when preparing budget estimates, distribution/execution of funds, performing reconciliation of financial transactions, and maintaining Key Supporting Documents iso Audit Readiness. Ability to lead a team of junior analysts in performing a variety of budget functions e.g. spend plans, execution, closeout, etc. using various financial systems. Ability to oversee budget formulation, analysis and funds execution to support operational and audit readiness. Knowledge preparing Financial Improvement and Audit Readiness (FIAR) audit sample packages with Key Supporting Documentation. Ability to prepare, maintain and close funding documents to ensure fiscal compliance with applicable policies and regulations e.g. Department of Defense Financial Management Regulations.
