Summary You will serve as the Contract Property Operations Lead for NASA, managing and integrating contract property execution across Centers while ensuring consistent, efficient, and compliant operations. You will coordinate workloads, standardize processes, and analyze data to inform decisions, strengthen accountability, reduce enterprise risk, and enable effective stewardship of government property in direct support of mission execution. Responsibilities Plans, prioritizes, and manages contract property workloads across NASA Centers, serving as the primary point of coordination while balancing competing priorities, surge requirements, and mission-driven demands to ensure timely, consistent execution. Oversees day-to-day operational execution of contract property activities, including assessments, corrective actions, plant clearance activities, coordination of reviews, and delegated/non-delegated oversight functions. Leads continuous process improvement initiatives to streamline contract property operations, reduce duplication, improve cycle times, and enhance data quality. Develops standardized workflows, operating procedures, and efficiency tools. Collaborates with the Contract Property Program Manager to assess how policy, guidance, and oversight requirements impact operational execution. Helps ensure policies are operationally viable, scalable, and do not hinder mission execution. Serves as the operational liaison between Headquarters and Centers to resolve execution issues, clarify roles and responsibilities, and ensure consistent operational outcomes across the Agency. Coordinates and collaborates with Logistics Program Managers and Ops Leads to ensure accurate property alignment, accountability, and integration across the Supply and Equipment, Transportation, and Disposal areas as needed. Develops, tracks, and analyzes operational metrics, workload indicators, and performance trends to forecast demand, identify capacity constraints, and drive informed resource allocation and partner delegation decisions across the enterprise. Maintains official Contract Property records and data integrity, develops enterprise-level reports and analytics, and prepares executive briefings and presentations on program status, performance, and risk to inform leadership decision-making. Requirements Conditions of Employment Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Prioritizing and conducting contract property or logistics-related operations across multiple organizations or locations; Collaborating with cross-functional stakeholders (e.g., program managers, contracting officers, and functional leads) to resolve execution issues, align roles and responsibilities, and ensure integrated property accountability; and Analyzing operational metrics and performance data to identify resource constraints and inform decision-making while maintaining official records and data systems.
