The Position
Job Appointment: Full time, regular
Work Schedule: Monday - Friday, 8am-5pm. Alternate schedule may be available after probationary period. Occasional after-hours work will be required to support emergency operations, as needed.
Work Location: The current schedule for this position is hybrid. Employees are expected work on site 50% of the time at 9911 SE Bush St, Portland, OR 97266. Position Summary:
This position is responsible for designing, implementing, and overseeing emergency response strategies and plans within an organization. This position requires a high level of expertise in crisis management, contingency planning, and risk assessment. The analyst will lead and collaborate across multiple teams both internal to the City as well as external to leads the development, coordination, and implementation of emergency response and strategic plans to ensure City is trained and prepared to handle emergencies and reducing risk. The role also involves continuous evaluation and improvement of emergency procedures and plans to align with best practices and regulatory requirements.
What you'll get to do:
Oversee the development, update, and implementation of comprehensive emergency response and preparedness plans, including basic emergency operations plan, disaster recovery, evacuation plan, integrated preparedness plans and incident response protocols.
Work closely with City bureaus, external agencies, and community stakeholders to ensure coordinated and effective emergency response efforts.
Develop and present objective analyses, findings, conclusions and recommendations to leadership, City Officials, and other stakeholders.
Identify potential threats and vulnerabilities, and develop mitigation strategies to reduce risks to life, property, and critical operations.
Act as a liaison to local, state, and federal emergency response and planning groups to ensure alignment and collaboration.
Support the development and implementation of citywide policies related to emergency management programs.
Conduct best practices research to support improvement of emergency management programs.
Provide leadership and operational support during emergency events, including activation of the Emergency Operations Center (EOC), coordination of response efforts, and fulfillment of the Planning Section Chief role, as needed.
Ensure all emergency plans and activities comply with federal, state, and local regulations, including FEMA, DHS, and other applicable emergency management standards.
Apply and manage grants to support resilience initiatives.

To Qualify
The following minimum qualifications are required for this position:
Experience developing and implementing organization-level policies, administrative rules, emergency operation plans, and incident response protocols related to emergency management programming.
Experience analyzing complex or technical issues and problems, evaluating alternatives, and recommending effective courses of action.
Experience exercising independent judgment, problem-solving, and taking initiative within established procedures and guidelines.
Experience coordinating across multiple departments, agencies, and community stakeholders.
Ability to present complex emergency management concepts and operational status clearly and concisely to non-technical audiences.
Certification of completion FEMA Professional Development Series and Incident Command System (ICS) Trainings: 100, 200, 700, 800.
Although not required, you may have:
Bachelor's degree in emergency management, planning, policy, security, natural resources management, or related
7+ years of experience in emergency management, community resilience, public health, public safety, or related fields
Knowledge of local or regional emergency response
Completion of IAEM Certified Emergency Manager or EMAP Emergency Management Standard Training
Experience using GIS systems
Certification of completion FEMA Professional Development Series and Incident Command System (ICS) Trainings: ICS: 300, 400; E/L962
