Overview
The Deputy Director for Outreach and Threat Intelligence (Information
Security Analyst V) is responsible for the leadership and management of
key functions and staff of the Information Security at a professional
level. The successful candidate will oversee the management of
large-scale, high impact Information Security threat intelligence, grant
programs, and statewide liaison duties. This position may also oversee
the Information Security team in the absence of the Chief Information
Security Officer.
Positions at this level seek out and form partnerships within
departments/agencies across State Government and beyond to help support
high level strategic plans. Incumbents stay current with all high-level
planning in ADS and with current trends in project management and
business analysis to help develop processes and procedures, formulate
budgets, monitor costs, and allocate resources that focus on, but are
not limited to, integrating and auditing security capabilities and
optimizing security of networks, applications, and technical
infrastructure according to priorities and in alignment with the
Governor's priorities.
Work is performed under the general direction of an appointed senior
manager (Secretary, Chief Information Security Officer) and,
Provides high level leadership and management for the planning and
oversight of information security projects and programs.
Develops and leads the cyber threat intelligence program under the
direction of the Chief Information Security Officer.
Works with groups across Vermont state and local governments on
relevant projects. Works with federal partners administering grant
programs related to cybersecurity and cyber resilience.
Provides in person support and services as the primary Information
Security liaison on behalf of the Secretary and CISO.
Collaborates with senior management to develop strategies and
standards to support agency initiatives.
Directs the professional development and training of Information
Security staff.
Is responsible for the oversight of the Independent Review process
and procurement activities.
Is responsible for the oversight of Independent Review vendor
performance.
Organizes meetings with senior business leaders/management and/or IT
management to discuss project/program risks, issues and facilitate
appropriate mitigation strategies.
Acts as a champion for the Agency of Digital Services and the
Information Security program.
Candidates must pass a fingerprint-supported background check based on
the assigned job duties and location of the position.
Environmental Factors
Most work is performed in a standard office setting and there is
considerable interaction with high level managers and staff, as well as
occasional work with other State agencies, interest groups, regional
and/or national groups. Work outside of regular 7:45am - 4:30pm schedule
can be anticipated.
