Summary You will serve as a Program Analyst (CONOPS-FLEX) in the Naval Information Warfighting Development Center of NAVINFOWARDEVCEN NORFOLK. Responsibilities You will assess tactical, doctrinal and capability gaps for the information warfighting community and across the Information Related Capabilities. You will execute command assignments as primary review authority of doctrine development. You will coordinate with joint/ Service organizations, deploying and returning strike group and ARG staffs and units, fleet warfare improvement programs working groups, Joint and Navy lessons learned centers, etc. You will conduct analyses and develop studies in order to identify new or emerging threats, and their impact on doctrinal publications, and implementation of emerging doctrine and tactics in fleet training programs and readiness assessments. You will evaluate how innovative material and non material solutions can be used to support the warfighter. You will coordinate with NWDC, WDCs, like Joint/Service entities, and others within NIWDC to ensure updates are in accordance with joint and Navy guidance and directives. You will to propose, prioritize, develop and validate doctrinal publications. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: -Experience independently conducting analyses and executing studies of new or emerging threats to determine their impact on doctrinal publications and prioritization of emerging capabilities. -Experience assessing and identifying doctrinal and capability gaps, and evaluate how innovative materiel and non-materiel solutions can be used to meet Fleet warfighter needs. -Leverage in-depth knowledge of information warfare subject matter experts to develop and document high tactical to low operational solutions to address emerging threats or capability shortfalls. -Experience aligning fleet concepts of operations (CONOPS) and doctrinal publications with strategic documents and concepts. -Experience developing and supporting experimentation and exercises in order to develop and validate materiel and non-materiel solutions to address Fleet capability shortfalls. -Experience executing and assessing experiments and exercises to include determining objectives, evaluation criteria and methodology, data collection, conduct of project and final impact on related doctrinal publication.
