Responsibilities You will frequently assemble and lead large and diverse Cost Integrated Product Teams (IPTs) in the development of large complex cost estimates for shipboard and shore-based C4I hardware and software systems and families of systems. You will present and defend complex life cycle cost models utilizing a wide variety of cost estimating tools and processes. You will develop, present, and defend cost risk analyses by interfacing with program office engineers to identify sources if cost estimating, and technical and schedule risks. You will advise program offices of acquisition policy and regulations related to cost estimating and analysis. You will represent NAVWAR Cost Estimating and Analysis Division in cost estimating forums that include members if DON and DoD and prime contractor cost estimating communities. You will defend cost estimates of complex Software Development efforts for C41SR and shipboard hardware and software systems. Including breaking proposed efforts into Equivalent Source Lines of Code (ESLOC), Function Points or story points. You will participate in development of requests of proposals (RFPs), fact-findings, investigations, and source selections. You will calculate common EVM metrics such as Cost Performance Index, Schedule Performance Index, and developing, presenting, and defending comprehensive Estimates at Completion (EACs). Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing a wide variety of cost estimating and analysis functions, leading a team to develop and defend cost risk analyses, and advise various program offices on acquisition policies and regulations. Education Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. If selected, your salary will be set according to the established control points of this position which is $143,677 - $186,785 (Base $107,446 - $139,684 plus 33.72% locality adjustment).
