Headquarters United States Air Force, Office of the Assistant Secretary of the Air Force for Space Acquisition and Integration.
The Subject Matter Expert analyzes Satellite Communications (SATCOM) systems, capabilities, and ensures integration among space architectures across the national security, civil, and commercial space sectors, and with international partners for the Space Systems Engineering Directorate (SQA). Assists the Global Space Power Division (SQS) with directing, planning, programming, budgeting, executing, and assessing the development, acquisition, and implementation of SATCOM systems.
Responsibilities
Ensure architecture integration among Department of Defense (DoD) SATCOM systems and across the national security, civil, and commercial space sectors, and with international partners in collaboration with the Space Systems Integration Office (SSIO).
Assists the organization in developing, analyzing, and evaluating SATCOM system capabilities against warfighter requirements and US Space Force (USSF) budgets. Recommend system modifications, cost efficiencies, and/or alternatives to better meet warfighter and budget requirements.
Identifies opportunities for integrating new, emerging technologies, and capabilities into DoD SATCOM architectures.
Identifies SATCOM capability gaps and proposes technical and programmatic gap mitigation alternatives.
Supports all aspects of the Planning, Programming, Budget and Execution (PPBE) process for SATCOM programs. This includes analyses of the Program Objective Memorandum (POM), President's Budget, congressional marks, and Omnibus actions.
Provides objective subject matter expertise on SATCOM program acquisition issues.
Authors cost, schedule, acquisition, integration, and performance reports on SATCOM systems and programs for professional staff members and members of Congress.
Works in conjunction with the Space Systems Center (SSC), Space Rapid Capabilities Office (Space RCO), Space Development Agency (SDA), Space Warfare Analysis Center (SWAC), USSF Field Commands (FLDCOM), Air Force Research Laboratory (AFRL), and other space and non-space acquiring organizations to support SATCOM acquisition programs from inception, through all acquisition milestones, and implementation.
Provides the technical and management expertise to support the development and coordination of SATCOM strategic planning and guidance documents to include policies, strategies, plans, mission directives, roadmaps, and doctrine across the DoD, Intelligence Community (IC), civil, commercial, and international domains.
Supports the Program Budget Review and issue cycle by analyzing and providing options for execution of SATCOM programs and adjustments based on architecture, system capability, and affordability assessments.
Skills Required
Active Top-Secret clearance with SCI eligibility required.
Working familiarity with typical HQ staff packages and documentation to include Electronic Staff Summary Sheets (eSSS), buckslips, memoranda, and official letter correspondence.
Working familiarity with standard HQ task and correspondence coordination tools to include Task Management Tool (TMT), Enterprise Task Management System (ETMS-2), Correspondence and Task Management System (CATMS), and Integrated Budget Documentation and Execution System (IDECS).
Proficiency with using Microsoft Office and other standard computer applications.
Experience working successfully with senior executives at multiple organizational levels.
Experience fostering stable and productive working relationships that communicate expectations and promote cooperation.
Experience communicating effectively and concisely using a variety of styles and techniques appropriate to the audience.
Ability to work collaboratively with personnel at all levels of the organization.
Exemplary writing and editing skills with strict attention to detail.
Ability to adapt to rapidly adjust to changing work environments whilemaintaining high levels of performance and support.
Desired Skills:
Familiarity with Defense Space and National Security Space in the areas of policy, strategy, requirements, capabilities, architectures, programs, acquisition, and operations.
Familiarity with civil, commercial and international space capabilities.
Experience with AFSPC, SMC, NRO, NASA, NOAA.
Education
Masters Degree and 20-25 years of relevant SATCOM work experience.
