Overview
The All-Source Analyst Team Lead supports the client in developing, providing, and integrating timely, insightful, objective, and relevant all-source analysis into the agency's operations. The goal is to inform leadership decisions regarding defense of critical infrastructure and enable the agency, its partners, and private sector to identify, mitigate, and appropriately respond to threats. The All-Source Analyst Team Lead provides oversight over the other analysts and their products. Products include storyboards, quick sheets, and executive summaries, etc.

Responsibilities
Lead all-source analyst team and manage tasks, workflow prioritization, and timely product delivery.
Provide regular updates on task status, key findings, and threat trends, including at product syncs, briefings, and coordination meetings.
Review team products for style, content, and professionalism. Assist and coach/mentor team members in skill development.
Conduct all-source and open-source threat monitoring to identify indicators of compromise, threat actor activity, ransomware developments, client activity, and emerging cyber or physical threats towards US Critical Infrastructure with a focus on identifying attack patterns and strategic methodological shifts.
Research and analyze all-source threats, vulnerabilities, and risks to critical infrastructure and develop analysis products in support of the mission to include independent or collaborative development of written, graphic or visual products in the steady state and incident response product lines.
Coordinate, research, develop, and deliver work on pre-planned products in support of agency programs of analysis, analytic requirements, ad-hoc tasks, and incident response requirements.
Create products or quick turn responses to senior leadership questions in the form of: In Response to Your Question (IRQ) within the requested timeframe established by senior leadership.
Provide technical review and editing of all types of written and graphics-based products developed, to include, but not limited to, all analytic products, graphics, and strategic and policy documents.
Support development, administration and management of Priority Information Requirements.
Edit and review all products to ensure they conform to style and standards guidelines and adhere to analytic tradecraft standards.
Track written and graphics-based products through the overall production cycle to include the tracking of requirements used to develop products.
Support the development or refinement of templates, standard operating procedures, guides, standards and other policy directives, and instructions.
Facilitate/track external RFIs and coordinate internally, including with Agency Intel, and externally to obtain more information.
Support incident response efforts that may require after hours, weekend, or shift work.
Other duties as assigned.
Qualifications
Bachelor's Degree in a related discipline such as Homeland Security or Intelligence, or an additional two (2) years of experience with an Associate's Degree.
A high school diploma and an additional (4) four years of military and/or operations environment experience may be substituted for a bachelor's degree. [SG1]
Must have between one (1) and two (2) years of related experience (e.g., all-source analysis, threat monitoring, intelligence discipline professional, or operational reporting).
Active Top Secret / SCI eligibility required.
Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
Ability to use data aggregator tools to monitor, document, and assess suspicious activity and threat trends.
Familiarity with cyber threat types and threat actor tracking.
Experience coordinating across multiple stakeholders to answer RFIs, complete taskers, or support mission requirements.
Minimum Skills Required:
Ability to work with sensitive or classified information while following all handling, documentation, and dissemination procedures.
Ability to clearly articulate requirements into well-formulated research questions and data tracking variables for inquiry tracking purposes.
Ability to communicate complex information, concepts, or ideas in a confident and well-organized manner through verbal, written, and/or visual means.
Ability to evaluate, analyze, and synthesize large quantities of data (which may be fragmented and contradictory) into high quality products.
Ability to recognize and mitigate cognitive biases which may affect analysis.
Ability to think critically.
Knowledge of and ability to apply Intelligence Community Directive (ICD) 203 standards.
Knowledge of threat and/or target systems.
Skill in identifying alternative analytical interpretations in order to minimize unanticipated outcomes.
High proficiency in Microsoft Office; including but not limited to: Word, Excel, PowerPoint, Publisher, and other general software applications.
Exceptional interpersonal skills with the ability to communicate in a clear, professional, and articulate manner.
Exceptional verbal and written communication skills.
Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.
Strong multitasking skills with the ability to manage multiple design streams across concurrent work effort.
Must be self-motivated and able to work well independently as well as on a multi-functional team.
