The Project Controls Section provides project cost control, planning, and analysis support to JPLs programs and projects. We are seeking a Project Resource Analyst (PRA) who will serve as a key business team member. The Resource Analyst responsibilities include, but are not limited to:
Partners with lead Program or Project Resource Analyst (PRA) to evaluate the Work Breakdown Structure (WBS) ensuring appropriate level of detail, WBS Dictionary ensuring scope is clearly defined and Responsibility Assignment Matrix (RAM) assessing identification of appropriate organization.
Analyzes funding reports and researches funds status and burn rates and communicates funding needs to business team and/or supervisor.
Analyzes and reports project financial trend information to the lead PRA/Program Business Manager/Supervisor in the generation of project business positions relative to the Institutional deliverables for Planning, Programming, Budgeting and Execution Process (PPBE), Institutional Business Forecast (IBF), monthly and quarterly reviews, and NF533 financial reporting.
Prepares reports using business system reporting (DE, Cobra, Standard Financial Reporting, OBIEE) relative to budget creation and EACs. Analyzes findings and reports issues to business team.
Analyzes reports relative to budget creations and Estimate at Complete (EAC), analyzes findings and reports issues to the business team and/or Program Manager.
Validates that all Work Agreements (WAs) are completed and approved according to Institutional requirements; presents metrics to lead PRA/Program Manager.
Develops time-phased budgets and EACs in accordance with schedule plans.
Contributes as a key team member on teams inside and outside organization, project, activity or function.
Qualifications
A successful candidate will have the following experience and skills:
Typically has a bachelors degree in Business Administration or similar discipline with a minimum of 3 years of related experience, Masters degree in similar discipline with a minimum of 1 years of related experience, or PhD in similar discipline with 0 years related experience.
Experience in financial resource management, workforce planning, business forecasting, and funds administration.
Must have the ability to work independently with only limited direction and interface effectively with all levels of program/project management, technical organizations, subcontractors, bypass centers, and Sponsor.
Must be resourceful and self-motivated with excellent verbal and written communication skills.
Must be a strong user of Microsoft Office (Excel, Word and PowerPoint)
Preferred Qualifications
Knowledge of Laboratory and NASA policies and procedures, and government regulations across a range of applications.
Previous experience in a project team environment with project reporting, integrated cost/schedule planning, and cost analysis.
Experience in integrated cost-schedule planning, EVM, and various performance measurement techniques. Experience with cost-schedule baseline change control processes.
Working knowledge of Oracle Business Intelligence Enterprise Edition (OBIEE)
