Summary You will serve as an IT SPECIALIST (NETWORK) in the Communications and Networks Division, Engineering Department of NIWC ATLANTIC. Responsibilities You will serve as the technical subject matter expert to program leadership for Tactical Shore Systems Integrated Project Team (IPT) and the Command, Control, Communications, Computer, Intelligence (C4I) Department. You will champion innovative IT solutions and proactively identify opportunities to leverage emerging technologies to enhance IT infrastructure performance, security, and resilience. You will establish and enforce IT architecture standards and best practices, ensuring technical integrity, cybersecurity posture, and compliance with requirements. You will promote and operate within a Scaled Agile Framework (SAFe) to optimize program delivery and responsiveness. You will lead the development, implementation, and enforcement of IT policies and procedures. You will lead and mentor diverse cross-competency, geographically dispersed teams to execute appropriate engineering processes across all levels and phases of the managing engineering tasks and resources. You will represent the Command to Senior Executives with the authority to present and defend the activities position, influence resource allocations, and increase knowledge sharing of technical information. You will provide strategic IT leadership and guidance in the development, modernization, and sustainment of complex Navy C4I systems and supporting IT infrastructure. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NO-05 (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading and directing IT project oversight and performance monitoring activities, providing analysis, leading the development of IT policies, and developing technical implementation strategies. 1. Proven technical experience in Modernization, Engineering, Production, Cyber Readiness, and Sustainment of Navy C4I systems, with a focus on tactical shore systems. 2. Strong understanding and practical experience with Cloud Architecture. 3. Experience implementing automation solutions and testing strategies within complex IT environments. 4. Proficiency in DevSecOps principles and practices. 5. Knowledge and application of Model Based Systems Engineering (MBSE) principles. 6. General Knowledge: Strong understanding of networking concepts, cybersecurity principles, and software development methodologies. 7. Excellent communication, interpersonal, and leadership skills. Ability to effectively communicate complex technical information to both technical and non-technical audiences with influence.
