Key Personnel Position
About the Role
RMGS is seeking an experienced Design Monitoring and Evaluation (DME) Specialist to support a large-scale End Use Monitoring (EUM) program in Ukraine. This role is responsible for designing and overseeing monitoring methodologies, managing digital data collection processes, supervising field data collection, and producing high-quality analytical reports that support program decision-making.
Key Responsibilities
Monitoring & Evaluation Leadership
- Design and refine monitoring and evaluation methodologies for assessing the presence, condition, use, and effectiveness of program-provided assets.
- Develop surveys, sampling strategies, indicators, and data collection tools that ensure accurate and reliable field reporting.
- Manage digital data collection processes and platforms to ensure consistency and data quality.
Field Oversight & Quality Assurance
- Supervise and guide Ukrainian monitoring teams to ensure proper data collection practices are consistently applied.
- Validate field data, ensure methodological integrity, and maintain accurate documentation.
- Provide oversight and support for nationwide monitoring activities, including during field inspections.
Data Analysis & Reporting
- Analyze inspection data, inventory records, and compliance findings to identify trends, risks, and anomalies.
- Conduct data cleaning and verification to maintain high-quality datasets.
- Prepare monthly, annual, and ad hoc analytical reports, including narrative summaries and professional data visualizations.
- Translate complex analytical findings into actionable recommendations for leadership and stakeholders.
Program Support & Coordination
- Advise program leadership on data-driven improvements to inspection planning and asset monitoring.
- Support communication with partners and ensure data transparency for audits, reviews, and oversight processes.
- Contribute to continuous improvement of monitoring strategies and operational effectiveness.
Required Qualifications
Education & Experience
- Bachelor’s degree in monitoring and evaluation, statistics, public policy, international development, security studies, or a related field.
- Minimum 4 years of professional experience in monitoring & evaluation, data analysis, program assessment, or related roles.
- Demonstrated experience designing surveys, indicators, log frames, theories of change, and monitoring frameworks.
- Experience working in fragile, conflict, or post-conflict environments.
Technical Skills
- Strong quantitative and qualitative analysis skills.
- Proficiency with Excel and digital data collection platforms.
- Experience with asset verification, inventories, or property management systems.
- Excellent analytical writing and reporting abilities.
Language Requirements
- Fluent in Ukrainian (speak, read, write).
- Fluent in English (speak, read, write).
- Russian language familiarity is an advantage.
Nationality, Mobility & Local Expertise
- Ukrainian national preferred no US Citizens.
- Ability to travel without restriction throughout Ukraine.
- Strong cultural knowledge and local expertise to operate effectively in both wartime and post-war environments.
Security and Vetting
- Must be able to obtain a Certificate of No Criminal Record from the Ministry of Internal Affairs.
- Must maintain eligibility for all required security-related qualifications throughout employment.
Preferred Professional Background
- Prior experience with the National Police of Ukraine, State Border Guard Service, National Guard, or Ministry of Defense is strongly preferred.
- Other Ukrainian law enforcement, security sector, or military experience may also be acceptable.
