Job Description
The Proposal Analyst serves as a strategic partner and subject matter expert supporting the Proposals team with a focus on state and local government markets. This role will collaborate with Sales, Governance, and Proposal Development teams to prepare essential documentation, manage proposals, and conduct thorough research to inform winning strategies. The Proposal Analyst is critical in ensuring meticulous attention to detail and adherence to rigorous standards throughout all proposal activities. This position will be full-time and remote.

What You'll Do
Lead market research initiatives to identify trends, competitive dynamics, and emerging opportunities within state and local government markets
Works with assigned Proposal Manager to cross-check all proposal requirements and document submission structure
Completes and prepares administrative forms, addenda, subcontractor forms, certifications, financial statements, and other required documentation
Prepares resumes for inclusion in bids; assists Proposal Managers with gathering data from Resource Management systems and updating as appropriate
Prepares submission packages in support of Editor; submits proposal packages when deadlines dictate
Supports proofing and editing tasks throughout the proposal development lifecycle
Routinely monitors procurement sites and distributes supplementary documents to internal stakeholders, including Sales, Governance, and Proposal Development teams
Assigned to support two to four proposal managers at a given time; manages an average of at least 10 proposals per quarter
Supports opportunity capture efforts by delivering research, planning, and other tasks as required by opportunity owner
Supports proposal and sales development activities in planning and preparation for RFPs/RFxs
Submits Freedom of Information Act (FOIA) requests via GovWin or SLED procurement websites according to procurement rules
Performs GovSpend and GovWin research for background development and competitive intelligence
Conducts front-end research on competition, solutions, and gaps to assist sales team; researches appropriate solutions and incumbents while relaying intelligence to ensure proposals address information gathered
Reviews state/local budget documents to understand potential needs and allocations for project work
Compiles data related to competitors' products including pricing, sales, marketing or distribution methodology, and identifies key personnel for collaboration purposes
Researches existing contracts based on organizational opportunity parameters, capabilities, and timelines
Manages procurement login database; registers/enrolls/updates procurement sites as needed while maintaining best security practices
Fulfills compensation data requests using Economic Research Institute database platform or similar tools
Archives documents and graphics, client and partner material, and other non-Loopio specific items to the Proposal Development Center Knowledge Base (Teams site)
What You'll Need
Required:
2-4 years of proposal administration, research, and/or analyst support experience
Knowledge of state and local government procurement processes is highly recommended
Must be located in EST or CST
Strong analytical and research capabilities with attention to detail
Ability to support multiple proposals simultaneously while meeting tight deadlines
Excellent written and verbal communication skills
Ability to translate business goals into actionable research and proposal strategies
Collaborative team player with ability to work across functional areas
Commitment to maintaining confidentiality and security best practices
Physical Demands
Ability to safely and successfully perform the essential job functions
Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.
Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard, and monitor

$60,000 - $70,000 per year
The pay range for this position is listed above. Exact compensation may vary based on several factors, including location, experience, and education. Benefit packages include medical, dental, and vision insurance, as well as 401k retirement account access. Employees in this role receive paid time off and may also be entitled to paid sick leave and/or other paid time off as provided by applicable law.
