The Opportunity:
As a CACI Mission and Engineering Solutions SAG-U Operational Cultural Advisor, you will embed at SAG-U Headquarters at Clay Kaserne in Wiesbaden, Federal Republic of Germany and will travel within the EUCOM theater as required, to perform services as needed to meet mission requirements in both OCONUS and CONUS locations.When deployed forward to Kyiv, Ukraine, you will directly support the SOK Director (who is the SAG-U Deputy Commanding General for Operations (DCG-O) of SAG-U Operations in Kyiv).When in Garrison at SAG-U HQ in Germany
Responsibilities:
- Provide non-personal services to provide an Operational Cultural Advisor in support of the SAG-U command & staff’s efforts to develop and maintain relationships with Armed Forces of Ukraine (UKR AFU or AFU). The requirements will fluctuate across all SAG-U work locations in Ukraine, Poland and Germany, based on changes in mission and available resources.
- Schedule meetings, engagements, and discussions with UKR AFU personnel that the GSL [Government Site Lead (GSL) – When the contractor employee is working in Ukraine, the GSL is the SOK Director; when the contractor employee is working at SAG-U headquarters or any other location outside of Ukraine, the GSL is the SAG-U Commanding General’s Action Group (CAG) Director.] has deemed appropriate and necessary to SAG-U’s mission and produce required coordination products and engagement records as directed by the GSL.
- Assist in the coordination of the logistics for meetings and/or engagements with UKR AFU personnel that the GSL has deemed appropriate and necessary to SAG-U’s mission, including any logistics or correspondence associated with executing engagement such as assisting SAG-U with the preparation of invitation letters or emails, making phone calls, arranging meeting locations and other needs as directed by the GSL. Logistics coordination is limited to mission enablement and results in documented engagement execution (invitation records, agendas, & coordination summaries).
- Provide recommended feasibility reviews of SAG-U authored options, planning, and overall strategy related to the SAG-U advise & assist efforts in support of SAG-U leadership and staff. Planning and analysis products are decision-support only and do not constitute independent determinations or Government positions.
- Assist the SAG-U staff to identify problems, critical friction points, and risks for SAG-U authored planning and overall strategy.
- Interpret any conversation or interaction that he/she may have with the UKR personnel and at the direction of the GSL (see requirement below in Qualifications for language proficiency). Translate any documents provide by UKR Personnel into English and vice a versa.
- Provide SAG-U with a consolidated contact list of all UKR AFU personnel and other UKR Government personnel who the Contractor Employee interacts with to arrange engagements & meetings between the AFU and SAG-U members per the Task Order Performance Requirements Summary Metric. The deliverable shall be maintained on Government-approved systems only and handled as Government records.
- Provide an After-Action Report to SAG-U J2 and J3 from SAG-U interactions and exchanges with AFU partners related to the Russian invasion in Ukraine, in which the Contractor Employee participates, to include observations and analysis of Russian Forces (Ground and Air) tactics, techniques, and procedures. The contractor’s attendance at interactions and exchanges will be at the direction of the GSL.
- Provide reports to be incorporated into LMM’s [Lead Military Member (LMM) – When the Contractor Employee is working in Ukraine, the LMM is the Deputy Commanding General for Operations (DCG-O). When the DCG-O is not present at the SOK, then the GSL is the LMM. When the Contractor Employee is working at SAG-U headquarters, or any other location outside of Ukraine, the LMM is the SAG-U Chief of Staff (COS)] official Partner Engagement report generated. The Contractor input into this report will be submitted to the GSL for consideration and determination on how the Contractor’s information will be incorporated into the report.
- Provide observation summaries or analysis reports in the form of a written memorandum, presentations, desk-side briefings, and/or information papers at the direction of the GSL on an ad hoc basis.
- Provide cultural advice during key leader engagements with UKR personnel and SAG-U Leadership.
Qualifications:
- A bachelor’s degree from a US Accredited College or University with a minimum of ten (10) years' experience.
- A current US TOP SECRET clearance with fully adjudicated/eligible SCI.
- The Contractor shall have a minimum of eight (8) years’ experience working for the US Armed Forces and experience in a deployed combat environment, or equivalent experience.
- The Contractor shall have experience working for/with the AFU, or government or academic institution of Ukraine.
- The Contractor shall have a comprehensive understanding of US Joint military organizational structure (Air, Land and Maritime), military equipment sets, military operations, unit operations, orders, and principles.
- The Contractor shall have an understanding of Russian tactics and strategies, Russian drone warfare, Russian collection capabilities, AFU strategy and tactics, to include Unmanned Systems strategy and tactics, and UKR AFU logistics and medical capabilities.
- The Contractor shall have an understanding of equipment and arms that have been donated by the US, NATO, and other partner nations, that have been, will, or are currently being employed by the AFU.
- The Contractor will be prepared to work overtime in order to meet the objectives of this task (C.6.15.5) and must be able to travel anywhere in Europe within 8 hours’ notice, and anywhere worldwide with 48 hours’ notice.
- The Contractor shall certify that neither the Contractor nor any proposed personnel assigned to this task have been subject to adverse contractual, disciplinary, or administrative action by the U.S. Government within the past three (3) years.
- The Contractor shall have professional proficiency level of Ukrainian language equivalent to 3+/3+/3+ DLPT Score or higher in Ukrainian and prefer if contractor also has proficiency level of Russian language equivalent of DLPT score 3/3/3 or higher.
- Prefer if contractor has Foreign Area Officer experience.
- Must not be at-risk of the Ukrainian Mobilizatziya law.
This position is contingent on funding and may not be filled immediately. However, this position is representative of positions within CACI that are consistently available. Individuals who apply may also be considered for other positions at CACI.

$105,100 - 231,100 USD
