The Contracts Manager is responsible for
the negotiation and preparation of contractual provisions and the administration of contracts and subcontracts. Performs a variety of complex tasks and advises internal departments regarding contract requirements. Position negotiates, prepares, manages contracts, and performs contract closeouts.
Essential Duties and Responsibilities
This position includes the following. Other duties may be assigned.
Ensures contract compliance reviews; terms and conditions; and ensures enforcement on contract start.
Acts as the authorized negotiator and signatory authority on contractual issues.
Develops and executes subcontracts, Associate Contractor Agreements (ACAs), Non-Disclosure Agreements (NDAs), and transitions from
Teaming Agreements (TA)
.
Examines drafts of contract performance requirements, and delivery schedules to ensure completeness and accuracy.
Advises internal departments of contractual rights and obligations to fulfill contract requirements.
Reviews subcontracts for conformity to Teaming Agreement (TA) requirements and determines acceptable contracts.
Awards and administers contracts, including final approval of payment.
Researches contract issues and monitors contract performance versus contract requirements.
Requests or approves amendments to or extensions of contracts.
Monitors contract and contractor status databases.
Acts as the authority on all issues concerning contractors and contracts.
Maintains contact with Contracting Officer, Contracting Officer Representative, customer, prime and subcontractors to ensure the smooth working of the contract process.
Supervisory Responsibilities
Directly supervises employees in the Contracts Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
