Title: Solution Architect - Federal Proposals (Health IT & Cybersecurity) - Proposal Solution Architect | Lead Technical Author
Location: Fully Remote (U.S.) - occasional travel to Reston, VA
Reports to: VP, Growth and Business Development
Clearance: Active Secret strongly preferred; must be able to obtain Public Trust within 60 days
The Role
CyberData is seeking a proposal-centric Solution Architect to lead solution development and serve as the primary technical author on competitive federal Health IT and Cybersecurity pursuits. This role is responsible for translating RFP requirements into compliant, compelling solutions aligned to CyberData's capabilities and past performance, and for personally writing the majority of evaluator-ready technical proposal content.
This is not a project delivery Solution Architect role. It is a growth and proposal role focused on winning federal work.
This is a true hybrid role for someone who is tired of being a small cog inside a large integrator and wants real ownership in a fast-growing SDVOSB.
Responsibilities:
Proposal Solution Development
Own solution development from early shaping (RFI, sources sought) through final proposal submission
Design compliant technical approaches across:

Application modernization and software engineering
Cybersecurity and zero trust architectures
Cloud engineering and enterprise IT operations
Data analytics, health informatics, and mission insights
Align solutions directly to CyberData's capabilities, differentiators, and past performance
Primary Proposal Authorship
Personally write 65-80% of the Technical Approach, Technical Staffing, and Technical Risk volumes
Develop staffing approaches including:
Level of effort
Labor categories and experience levels
Alignment to IDIQs and pricing models
Contribute to Management and Transition volumes as needed
Produce evaluator-focused, APMP-aligned narrative that routinely scores well in Pink and Red Team reviews
Capture & Growth Collaboration
Partner closely with the VP, Growth and Business Development on:
Storyboarding and compliance mapping
Win themes and discriminators
Technical risk identification and mitigation
Collaborate with Business Development Analysts on:
Pwin scoring
Competitive positioning
Capture briefs and solution trade studies
Reusable Assets & Continuous Improvement
Build and maintain reusable solution assets including:
Reference architectures
Proof points
Technical graphics and diagrams
Support continuous improvement of CyberData's proposal solutioning approach
Required
7-11 years of experience in federal Health IT, Cybersecurity, Cloud, or Data/Analytics environments
Proven primary authorship of winning Technical and/or Management proposal volumes on at least three federal IT proposals valued at $15M or more within the last four years
Demonstrated ability to independently produce evaluator-ready proposal narrative with minimal editing
Subject matter expertise in at least one of the following, with strong working knowledge of the others:
Application modernization and software engineering
Cybersecurity and zero trust
Cloud engineering and enterprise IT operations
Data analytics and health informatics
Experience developing staffing approaches tied to labor categories, level of effort, and pricing
At least one active certification , such as:
CISSP, CISM, CCSP
AWS or Azure Solutions Architect (Associate or higher)
PMP or equivalent
Bachelor's degree in Computer Science, Engineering, Information Systems, or a related field
U.S. citizenship and ability to obtain Public Trust clearance
Strongly Preferred
Current or recent experience at a small or emerging 8(a)/SDVOSB/HUBZone federal contractor
Prior career at a large systems integrator (Leidos, GDIT, Booz Allen, Accenture Federal, Deloitte, etc.) - we love people who know how the big firms win and now want to help an SDVOSB beat them
Direct experience supporting SDVOSB or Small Business set-aside pursuits
