We are looking for an experienced Consultant/Business Analyst who has experience creating complex technology roadmaps, but also doing the on-the-ground analysis work that lays the foundation for the plan. Preference is for someone with prior Municipal Government, Local Government, State Government and/or Federal Government experience (in that order). Transportation experience is also a big plus.
You will be working both remotely and hands-on with the government staff to analyze everything top-to-bottom, document it all, and create a detailed technology roadmap. You will present your plan to the Director (head of agency) and other top leaders, and it may require presentation to the public for review and feedback. Based on this feedback you will make a final timeline and roadmap for implementation.
This is a hybrid position with primarily remote activity, but you will go onsite in Spokane several times.
The work duties include:
1) Assessment of Current Technology
a. Evaluate STA's existing technology, applications, solutions, and infrastructure
b. Conduct a SWOT analysis (Strengths, Weaknesses, Opportunities, Threats)
2) Strategic Goals Alignment
a. Align technology planning with strategic goals:
Elevate the customer experience
Collaborate with community partners
Strengthen capacity to anticipate and respond to regional demands
3) Support Capabilities: Assess how each technology layer supports divisional goals:
