Summary:
Vighter is recruiting Program Management Office (PMO) staff to manage a large workforce of healthcare professionals (HCPs) who conduct basic screening assessments and provide healthcare services to individuals detained by Customs and Border Protection (CBP). The PMO staff are responsible for supporting the client and the workforce to accomplish the mission.
Vighter's HCPs work alongside uniformed CBP Agents/Officers at numerous locations near the border in Texas, New Mexico, Arizona, California, and Florida. The medical staff must be capable of providing health care services for persons of all ages, to include infants, children, adults, and pregnant females. HCPs must be comfortable working in a detention setting. Services may be provided in a field setting with minimal facilities, a soft-sided (tent-type) facility, or a secure detention facility, such as a US Border Patrol Station. Education, Licensure/Certification & Experience:
Successful completion of a Background Investigator National Training Standards (NTS) compliant investigator training course AND one of the following:
Four (4) years of general experience (problem solve/analyze problems, gather pertinent call)
Bachelor or Associate's degree from U.S.-based college or university.
Two (2) years of Specialized Experience (general background investigations as a local, State, military or Federal law enforcement officer or background investigations for a federal agency) within the last five (5) years.
One (1) year Specialized Experience in Federal Background Investigations within the last five (5) years
Preferred qualifications include the following:
Defense Counterintelligence Security Agency (DCSA) credentials
Experience conducting Federal background investigations for DCSA (previously NBIB, OPM)
Knowledge, Skills, & Abilities:
U.S. Citizenship is required.
Current SSBI or active security clearance based on an SSBI
A valid driver's license and reliable transportation are required to conduct contractor's pre-employment background investigation and a current auto insurance
Ability to interact with a variety of individuals and personalities professionally and effectively
Ability to work in a fast-paced changing environment with limited supervision
Excellent organizational, scheduling and prioritization skills.
Maintain high level of confidentiality ethics and integrity
Proficient writing and communication skills
Conducts pre-employment background investigations for the purpose of determining employment suitability of persons who require access to sensitive or classified U.S. Government information to include the following:
Criminal history
Drug testing
Educational and medical licensure/credential verification
Online/Social Media checks
Credit check
Perform subject and source interviews using tact and professionalism while following Federal background investigation standards
Perform record searches
Once medical staff candidates clear pre-employment background investigations, promptly (within 24-72 hours of clearing pre-employment background investigations) ensure submission of candidates' E-QIP forms to initiate the Tier IV BI on-line (or hard- copy documents, as required) to DHS/CBP's OPR
Consistently track no less than weekly, in close coordination with the DHS/CBP's OPR, COR, CO, and/or OCMO medical staff, the status of medical staff candidates' Tier IV BI.
Communicate to both COR, CO and OCMO medical staff medical staff candidates who successfully cleared DHS/CBP's Tier IV BI in a prompt manner (within 24-48 hours) for these individuals to then begin work IAW SOW.
Adhere to timeliness and quality requirements for completing work.
Performs record keeping functions in accordance with program policies and the system of records management
Perform work within the designated Areas of Responsibility as dictated by the SOW.
Flexibility to perform responsibilities outside of normal business hours, (i.e., evenings, weekends) as needed
Adhere to security policies and requirements regarding safeguarding of information, retention and submittal of case related information and training
Attends general staff meetings and works with the DHS/CBP personnel, Contracting Officer Representative (COR), Contracting Officer (CO), and Office of the Chief Medical Officer (OCMO), as directed
Completes all annual training as directed
May be required to travel
May be required to serve visit various medical units at various Border Patrol Stations (BPS), Field Offices (FO) and/or temporary DHS/CBP facilities (e.g., soft sided facilities) within DHS/CBP sector/region
Flexible scheduling and overtime are optional, as available
Duties will be performed on-site at medical units, which may rotate within a specific region or sector
Limited telework may be considered for certain oversight positions
Will effectively create spreadsheets, diagrams, PowerPoint presentations, and other forms of training or reporting, using Microsoft Office or other technology-based software
Creates other ad hoc reports and summaries, as needed, or requested by CBP, COR, CO, or OCMO
Works with OCMO to review and clarify any reporting requirements, address any auditing concerns or findings as needed
Performs other duties and responsibilities as assigned
Duty Hours / On-call Requirements:
The expected duty hours for this position are 8 hours per day and 5 days per week. However, this key position supporting 24/7/365 operations which may require work to be conducted in the day, at night, on weekends, and during holidays.
