Job Description:
Parsons is seeking a highly skilled and experienced Lead Utility Engineer to join our team. In this role, you will take the lead in planning, design, coordination, and execution of utility infrastructure for a major rail/metro project in the UAE. This role will be responsible for ensuring seamless integration of utility services within the railway network, addressing power supply, water, telecommunications, drainage, and other essential utilities while ensuring compliance with regulatory standards and project requirements.
As a Lead Utility Engineer, you will be at the forefront of utility coordination, relocation, and protection strategies, working closely with government authorities, utility providers, contractors, and multidisciplinary engineering teams to optimize infrastructure solutions. You will oversee utility design reviews, risk assessments, conflict resolution, and the implementation of utility interfaces within the railway corridor, ensuring uninterrupted operations and long-term sustainability.
What You'll Be Doing:
Lead the design, planning, and coordination of utility infrastructure for the railway project, including power supply, water, wastewater, stormwater, telecommunications, and gas networks.
Ensure seamless integration of utility networks within the railway corridor, minimizing conflicts and optimizing layouts.
Conduct technical reviews of utility designs for compliance with project specifications, safety requirements, and local regulations.
Develop utility relocation and protection plans to address potential conflicts with railway structures, tracks, and stations.
Liaise with government entities, local utility providers, and regulatory authorities to secure necessary approvals and permits.
Facilitate utility agreements, service modifications, and integration of third-party infrastructure within the railway project.
Coordinate with rail systems engineers, civil and structural teams to address utility requirements in the overall project design.
Oversee the relocation of existing utility services, ensuring minimal disruption to surrounding infrastructure and urban services.
Implement risk mitigation measures and conflict resolution strategies for utility networks impacted by railway construction.
Provide technical leadership in the execution, installation, and commissioning of utility infrastructure within the railway corridor.
Monitor contractor performance and utility installation progress, ensuring adherence to project milestones and quality standards.
Conduct site inspections, utility system audits, and compliance checks to validate proper implementation and integration of services.
Prepare and present technical reports, progress updates, and risk assessments to senior management and project stakeholders.
Support value engineering efforts to optimize cost-efficient, sustainable utility solutions for the railway project.
What Required Skills You'll Bring:
Bachelor’s degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, or a related discipline.
A Master’s degree in Infrastructure Engineering, Utility Management, or Transportation Engineering is preferred.
15+ years of experience in utility coordination, design, and integration within railway, metro, or large-scale infrastructure projects.
Strong knowledge of power distribution, drainage, water supply, telecom networks, and gas utility systems.
Proven experience in utility relocation, protection planning, and conflict resolution for urban and transport projects.
Familiarity with railway infrastructure design standards, regulatory frameworks, and interface requirements with third-party utilities.
Proficiency in GIS mapping, utility design software (AutoCAD Civil 3D, MicroStation, BIM), and utility modeling too

Strong communication and interpersonal skills for effective collaboration across various teams and stakeholders.
Ability to interface with all levels of the project team, clients, and other stakeholders.
