Overview
We are seeking an Software Systems Engineer (SE) to implement solution based on contract requirements to meet the needed Proof of Concept (PoC) objectives.
The Mechanization of Contract Administration Services (MOCAS) system, originally developed in 1958, remains the Department of Defense's primary platform for contract administration, entitlement, and disbursing. Managing approximately 51% of procurement spending and over 90% of payments for complex contracts, MOCAS is a mission-critical system supporting military services, defense agencies, and contractors within the Defense Industrial Base. However, the system relies on aging mainframe technology, including COBOL, Assembler Machine Language, and hierarchical databases, making sustainment increasingly difficult due to technological obsolescence and a shrinking pool of skilled personnel. To address these challenges, Din Source is leading a Critical Stabilization (CS) effort aimed at modernizing the system while maintaining operational continuity. Leveraging our decades of experience supporting mainframe systems coupled with established and emerging code conversion practices and advanced AI-powered frameworks, Din Source will automate the conversion of legacy code into maintainable, future-ready languages, enhance system security, and transition to scalable architectures. This initiative ensures that MOCAS continues to fulfill its essential mission, safeguarding the Department's contract administration and payment functions while laying the groundwork for future technological advancements.
2nd Phase of Work to Start in April 2025 Must be able to travel to Columbus, OH for one week per month
Responsibilities
Responsible for effective provisioning, operation, installation/configuration, and maintenance of PoC environment including hardware/software/related infrastructure. Provides technical support, guidance and hands-on delivery in the planning, implementation, and ongoing operation of to ensure effective execution during the PoC. The Systems Engineer shall participate in technical analysis, research, test, and evaluation to enable successful completion of the PoC.
The SE Ensure that system hardware, operating systems, software systems, and related procedures adhere to organizational requirements. The Systems Engineer shall document specifications, project plans, configurations, test plans and results. Depicts complex ideas, issues, and designs to varied audiences; communicates project objectives, scope and status to project teams.
Qualifications
Must have an active Secret clearance.
Meet IAT Level II Certificate requirements or higher (CCNA Security, CySA+, GICSP, GSEC, Security+ CE, SSCP)
Ten (10) years of overall professional experience in the engineering field.
Five (5) years' experience with modern SW programming languages and relational databases.
Demonstrated experience working in legacy system modernization.
Five (5) or more years working and developing processes, plans, procedures to support SW
modernization efforts.
Demonstrated experience with:
agile SW methodologies.
implementing solutions for DevSecOps.
Preference for experience working with AI/ML tools.
