Position Description:
Serve as the principal advisor for Texas Tech University Health Sciences Center El Paso (TTUHSCEP), responsible for providing assistance and guidance to international faculty, staff and students in navigating immigration processes.

Major/Essential Functions:
Manage the international programs (i.e., J-1, H-1B, O-1, TN, F-1, etc.) and other non-immigrant visas for obtaining and maintaining non-immigrant status in the U.S.
Consult with, and provide independent guidance to, administration, departments, and non-U.S. citizens on visa options; estimated timelines; obligations of sponsorship; and visa sponsorship for non-U.S. citizens appointed, invited, accepted, and/or visiting TTUHSCEP.
Conduct independent review of immigration documents and/or passports on all non-U.S. citizens in order to determine eligibility to begin and/or continue appointments with TTUHSCEP.
Provide independent high-level professional expertise to non-U.S. citizen faculty, trainees, students, observers, and visitors by preparing, signing, and processing non-immigrant visa applications for all non-immigrant visas (e.g., PERM, F, J, E, TN, H, O, etc.).
Serve as Designated School Official and Alternate Responsible Officer for the F-1 and J-1 TTUHSCEP-approved programs. Create records, sign immigration forms, validate and comply with all reporting obligations associated visas within the mandatory reporting obligation periods in the Student Exchange Visitor Information System (SEVIS).
Responsible for ensuring all reporting obligations to appropriate U.S. Government Agency and/or Program Sponsors are met within required reporting deadlines for visitors accepted, appointed and employed with TTUHSCEP.
Provide appropriate visa clearances for employment, training, education, and/or visitors to TTUHSCEP and advise administrators as well as non-U.S. citizens on their visa options/restrictions.
Conduct mandatory orientations with all non-immigrant visa holders to ensure non-U.S. Citizens understand his/her regulatory obligation related to mandatory compliance with visa sponsorship while in the U.S.
Conduct mandatory educational workshops, training opportunities and scheduled meetings for all non-immigrant visa holders and Department Administrators in accordance with TTUHSCEP requirements, and federal regulations.
Serve as the TTUHSCEP Training Program Liaison (TPL) for the J-1 ECFMG Program.
Serve as the Designated Representative for all government document processing related to H-1, E-3, and TN-sponsored visas on behalf of TTUHSCEP.
Interact with the U.S. Department of Homeland Security, U.S Department of Labor, and U.S. Department of State authorities in processing all visa applications; reviewing, photocopying, and retaining all immigration documents in accordance with sponsorship or participation in the program; reporting mandatory information for non-U.S. Citizens in accordance with visa status; and, responding promptly to all government audits.
Interface with school administrators, Deans, Chairpersons, as well as other support Departments, including but not limited to Faculty Affairs, Office of the President, Registrar, Payroll, Human Resources, Graduate Medical Education, General Counsel, and Employee Relations.
Maintain current knowledge on all visa restrictions and changes in federal, state, local, and international regulations impacting the sponsorship and/or maintenance of immigration status by participating in ongoing mandatory training. Ensure thorough understanding of penalties imposed for failure to comply.
Remain current with all licensure, certifications and mandatory compliances and trainings required of this position.
Adhere to all policies, procedures and practices (Regents Rules, TTUS, HSECEP OPs, etc.).
Personally demonstrate, display and act in accordance with TTUHSCEP's Values (Service, Respect, Accountability, Integrity, Advancement, and Teamwork). Serve as a Value's leader while actively promoting and encouraging staff across the institution.

Required Qualifications:
A bachelor's degree or paralegal certificate required. JD or Master's degree preferred.
Seven (7) years of progressively responsible experience to include: preparing, signing and filing petitions/applications for various immigration related matters (e.g., PERM, E, F, J, E. TN, H, O, etc.).
U.S. Citizenship or U.S. Lawful Permanent Residence is required for certification as a Designated School Official (DSO) and/or Alternate Responsible Officer (ARO) by the federal government.
