Job Description:
Vice President, Program Director Water
Parsons is looking for a Vice President Program Director to join our team on a major, game-changing water program based in Sacramento, CA. In this role you will get to provide management and direction of our program support team, including communications, quality, procurement, risk management, scheduling, cost control, document management, safety, sustainability, IT, facilities and other support functions.
The successful candidate will enjoy a hybrid work arrangement at our Sacramento project office.
What You’ll Be Doing
Act as the Company representative with clients and selected subcontractors during program execution.
Manage all contractual and commercial aspects of the program for the Company.
Collaborate with and provide strategic advice and tactical support to the Client and engineering team to deliver the program.
Oversee the establishment and maintenance of Program Management Plans, Project Execution Plans, Quality Assurance/Quality Control Plans, and other required documents.
Ensure that the project meets or exceeds goals established in these plans.
Establish the program requirements for all areas of the project and monitor the draft and final deliverables for adherence to these criteria.
Plan, direct, supervise, and control the execution of all business, fiscal, and administrative functions of the program.
Assign responsibility for executing project plans to key team members after careful assessment of their qualifications and strengths.
Follow up on instructions and commitments to ensure timely delivery.
Participate in meetings with the board of directors, regulatory agencies and the public in support of clients.
Provide input to performance reviews and development plans for direct reports.
Mobilize company resources, through liaison with support departments, other offices, or subsidiaries, to create a hybrid team capable of completing effective, quality work.
Promote technical and commercial excellence on the project through the application of Quality Assurance processes.
Monitor and report to management on the progress of all project activity within the program, including significant milestones, and any conditions that would affect project cost or schedule.
Establish weekly meetings to review project status and formulate action items.
What Required Skills You’ll Bring
Bachelor's degree in Civil Engineering or a related field.
20+ years of related work experience, including supervisory/managerial experience.
Managerial experience of a group of professionals and technical support personnel.
Prior experience as a Program Manager directing complex infrastructure programs valued above $1 billion.
Excellent written and oral communication skills.
Thorough knowledge of industry practices and regulations.
Must possess a thorough knowledge of current technology and the capabilities and efficiencies of specific software for use in completing assignments.

Salary Range:
