Position Overview
RMGS, Inc. is currently recruiting a Program Manager in Virginia Beach, Virginia/Washington, D.C. in support of U.S. Department of State (DOS) Bureau of African Affairs and Bureau of Political-Military Affairs. This position is contingent upon contract award.
Roles and Responsibilities
- Ensure that all project budgets, personnel, and activities meet DOS standards according to performance work statements requirements. Provide requested program or contract information and communicate regularly with the DOS Program Office to discuss anticipated challenges or concerns.
- Conduct assessments and engage with stakeholders to identify critical program needs.
- Collect, track, and maintain all program information. Develop frameworks and assessment tools to enhance overall project monitoring and evaluation, travel periodically to international locations to conduct assessments, monitor and review programs, and meet with U.S. Embassy representatives and other international partners to ensure expected performance. Research and provide updates related to strengthening security sector assistance.
Required Qualifications and Experience
- Master’s Degree or equivalent and six years of progressively more complex experience in U.S. Government acquisitions (government, Non-Governmental Organization (NGO), and/or private/vendor) program management experience, or
- Bachelor’s Degree or equivalent and eight years of progressively more complex experience in U.S. Government acquisitions (government, NGO), and/or private/vendor) program management experience, or
- High School Diploma or equivalent and 12 years of progressively more complex experience in U.S. Government acquisitions (government, NGO), and/or private/vendor) program management experience.
- At least three years as the lead program/project manager for single or multiple contracts and/or task orders with a minimum $5 million ceiling value.
- At least three years as the lead program/project manager for Foreign Assistance programs for the DOS and/or United States Agency for International Development with an individual or multiple contract or task order award with a minimum $1 million obligated value.
- At least eight years of progressive leadership experience in managing complex projects and/or programs, requiring interpersonal and customer service, writing, analytic, and problem-solving skills.
- Demonstrated adherence to quality standards and reviews program deliverables.
- Demonstrated research, analytical, and problem-solving capabilities.
- Demonstrated ability to work successfully with customers/clients including the ability to respond to cost and technical tasks, monitor contract and task order performance, and apply required course corrections.
- Certification in MS Office through an industry-recognized provider to demonstrate proficiency with Microsoft Office including Word, Power Point, Teams, advanced Excel, and SharePoint.
- Demonstrated spoken and written fluency in English language, including experience summarizing complex technical and programmatic issues in a concise manner for the U.S. government. Certification in English language through industry-recognized provider.
