About the Role
Responsible for supporting the management, preparation, administration, and directing the control of the budget for assigned programs. Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and in accordance with accounting principles. Assists in financial analyses such as funding profiles, sales outlook, and variance analysis. Conducts detailed and ad-hoc financial analysis. Interprets and implements most proposal estimating, pricing and documentation requirements. Monitors program adherence to approved budget.
Primary Responsibilities
- Management and ownership of EAC process and analysis for funded programs
- Create and maintain detailed spreadsheets to assist with program management, revenue forecast and EAC reporting
- Be a business partner with the Program Management Office (PMO), provide finance support for the monthly program review and related projects on an as needed basis
- Upon reward of contract, establish contract baseline costs by element of cost (direct material, labor, overhead)
- Monitor assigned programs’ progress and actual costs against budget, investigate discrepancies and/or unusual trends. This includes working closely with other teams within and outside of the Finance department
- Responsible for the creation and accuracy of the monthly reporting to support development of EACs
- Provide financial analysis support to PMO on programs which do not require an EAC
- Responsible for warranty and commissions accruals for programs and related month-end reconciliations
- Communicate within and outside of own function to gain cooperation on processes, practices, and procedures.
- Finance support and analysis to the Bids & Proposals team for major bids in preparation for SLT, Sector, Segment and Corporate approvals
- Provide accurate and timely information to internal and external auditors as required
Required Capabilities
- Advanced knowledge in MS Office, especially MS Excel.

Desired Education and Experiences
- Requires proficient knowledge of job area typically obtained through advanced education combined with experience.
- May have practical knowledge of project management.
- Bachelor’s Degree and minimum 4 years of prior relevant experience. Previous program finance or audit experience is a plus.
- Graduate Degree and a minimum of 2 years of prior related experience.
- In lieu of a degree, minimum of 8 years of prior related experience.
- Completed or in final stages of CPA Certification or equivalent experience is an asset
- Experience in a large company environment with multiple subsidiaries, both Canadian and U.S. is an asset
