The Field Intelligence Operations Division (FIOD) at Oak Ridge National Laboratory (ORNL) is seeking a highly motivated and experienced Senior Program/Relationship Manager to develop, manage, and maintain an emerging classified national security program/project. The incumbent will be responsible for the day-to-day coordination of an incoming classified program/project, which potentially includes the associated Sensitive Compartmented Information and Special Access Program (SCIF/SAP) Facilities space needs, classified Information Technology (IT) Systems and High Performance Computing, and Information Assurance (IA). The encumbent will report directly to the Division Director for the Field Intelligence Operations Division (FIOD) and ensure effective communication between federal sponsors, FIOD staff (SSO, IT, IA, HPC), other ORNL Divisions, which will be conducting operations in support of national security research and development (R&D). They will coordinate implementation of the programs/projects in collaboration with the federal sponsor and with other FIOD Groups in accordance with the federal sponsors requirements, ORNL procedures and policies, Department of Energy (DOE), and intelligence community (IC) directives.
Major Duties/Responsibilities:
- Coordinate, plan, and manage major classified R&D projects in accordance with the federal sponsors requirements, ORNL policy, DOE Policy, and IC policy.
- Serving as the FIOD focal point to identify and coordinate resolutions to a wide spectrum of requirements.
- Coordinate and facilitate classified data center/HPC design concept with federal sponsors and ORNL staff.
- Coordinate hardware and software support to critical computer systems
- Coordinate efforts to address security requirements for classified systems and operations at the TS//SCI and SAP level.
- Facilitate communication between federal sponsors, FIOD staff, other ORNL Divisions, sub-contractors, and vendors.
- Contribute to developing research proposals and providing regular reporting and updates to the FIOD Director and the sponsoring agencies.
- Occasional travel required.

Basic Qualifications:
- BS in a related field and eight (8) years of relevant technical experience.
- Previous experience in managing classified programs/projects.
- US Citizenship.
- Existing TOP SECRET Clearance and with an SSBI within the last 5 years.
- Experience with special access programs (SAP), with affiliated Navy experience preferred.
- Demonstrated success in leading, managing intelligence community classified projects and programs.

- Ability to display tact, discretion, and diplomacy in dealing with all levels of employees.
- Excellent interpersonal skills, oral and written communication skills, and strong personal motivation.

Special Requirements:
- Visa sponsorship is not available for this position.
- Q clearance with SCI: This position requires the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may also be subject to random polygraph testing.
