Summary This position is located in the Division of Operating Reactor Safety, Inspection Program and Assessment Team. The supervisor is Nicholas Taylor. This position is Non-Bargaining Unit. Responsibilities The successful candidate will perform the full range of duties as the Inspection Programs & Assessment Team Leader. Such duties include but are not limited to: 1. Leads assigned staff in establishing, reviewing, and revising policies as a result of the self-assessment process or as otherwise directed by the program office. 2. Coordinates and serves as the point of contact for the region's implementation of programs and processes that support the reactor inspection program. 3. Facilitates reactor inspection and licensee performance assessment planning efforts and meetings between DRP and DRS (e.g., periodic inspection planning meetings, reactor program assessment planning meetings, and MOC/EOC meetings). 4. As assigned, leads and participates in the analysis of the results from inspection reports, enforcement actions, and other technical sources of information for the purpose of discerning trend patterns in the manner in which Region IV is carrying out its inspection programs. 5. Manages, controls, and directs the work of a team of assigned project and reactor engineers and senior reactor analysts. Requirements Conditions of Employment U.S. Citizenship Required This is a Drug Testing position. Background investigation leading to a clearance is required for new hires. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. 1. Knowledge and experience in the areas of reactor inspection, accident evaluation, and radiological event response. 2. Knowledge of a range of engineering/scientific disciplines equivalent to that gained through completion of a baccalaureate degree and several years of professional experience. 3. Skill in team leading, as demonstrated by training and experience sufficient to organize, plan, schedule, and implement an activity, process, or program, and lead and coordinate the efforts of technical and administrative staff engaged in monitoring and reviewing reactor inspection and performance assessment programs. 4. Ability to manage audit and self-assessment programs through translation of technical programs ans substantive activities into effective management plans; evaluations and evaluation systems; information and communication systems; resource planning, evaluation, and overall administrative support arrangements. 5. Ability to present clear and concise reports. plans, and procedures in written form and skill in oral presentation of technical information. SPECIALIZED EXPERIENCE is defined as: Experience includes experience that demonstrates an understanding of NRC regulations, policies, procedures, standards and practices that relate to the administration and implementation of the inspection, licensing, and performance assessment programs for reactor facilities in general. Education To qualify for these positions, you must meet BOTH basic education/professional knowledge requirements that apply to Federal engineering positions at all grade levels AND the specialized experience requirements outlined above no later than 30 calendar days after the closing date of this announcement and before placement in the position. Candidates for Federal Government professional engineering positions must meet certain basic professional knowledge requirements. Generally these knowledge requirements are met by having a bachelor's or higher degree in a relevant professional engineering discipline (e.g., mechanical, metallurgical, materials, nuclear, structural, chemical, electrical) from a school of engineering with at least one professional engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). However, if you do not possess such a professional engineering degree, you may still satisfy the professional knowledge requirements if you have current Professional Engineer (P.E.) registration in one of the relevant disciplines from any U.S. State or Territory; or if you successfully passed an Engineer-in-Training (EIT) written examination administered by a State Board of Engineering Examiners; or if you have either a related professional degree or at least 60 semester hours of specified engineering-related college courses COMBINED WITH at least a year of professional engineering work experience performed under professional engineer supervision and guidance. Note: Engineering technology degrees are not generally qualifying unless supplemented by other evidence of the individual's professional knowledge (e.g., current P.E. license or EIT examination results, as discussed above).
