DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The Safety Supervisor oversees, plans, and coordinates the employee safety and health programs for HPW Service Lines to address occupational safety and health issues. This individual develops and coordinates comprehensive safety surveys and studies. They also manage preparing, analyzing, and distributing data and statistical reports related to accidents, trends, and solutions to work-related problems within HPW. The Safety Supervisor will participate in various forums, including educational safety and health meetings, conferences, and public lectures on safety issues as part of citywide safety training. Additionally, they will participate in group and safety committee meetings, providing advisory support to all levels of management within HPW Service Lines.
Responsibilities of the Safety Supervisor position include, but are not limited to:
. Supervising the institution of improved personnel safety training or changing equipment to prevent the recurrence accidents.
. Conducting and analyzing various safety and health surveys.
. Directing and coordinating the Safety Officer's day-to-day operations to protect and improve employees' occupational safety and health.
. Bridging communication gaps and building working relationships with Houston Public Works.
. Overseeing various safety and health training programs, such as LOTO, Confined Space, Fall Protection,first aid,defensive driving, proper equipment handling, work practices, new products, policies, procedures, and regulations.
. Conducting and participating in special projects.
. Assisting in preparing and monitoring budget procedures.
. Keeping abreast of new and existing safety products, developments, and legislation, including Occupational Safety and Health Administration (OSHA) standards.
. Developing, interpreting, and revising policies and procedures to enhance operational efficiency and comply with regulations.
WORKING CONDITIONS
Performing these duties will involve being available by cellular phone; attending meetings; visually observing and differentiating details; making quantitative computations; preparing written reports; operating a city vehicle; analyzing abstract information; working with minimal supervision; dealing with people in tense situations; responding to emergencies; standing and walking for extended periods; exposure to significant levels of heat, cold, moisture, air pollution and noise. May be required to lift up to forty (40) pounds. During certain emergency situations, must be willing and available to work all shifts, including rotating, weekends and holidays. Must be able to obtain and maintain security clearances.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a bachelor's degree in technology, Engineering, Business Administration, Public Administration or a related field. Completion of advanced training resulting in certification as a Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) is preferred.
EXPERIENCE REQUIREMENTS
Five years of experience in safety administration or a closely related field are required. Pertinent professional experience may be substituted for the above educational requirement on a year-for-year basis.
LICENSE REQUIREMENTS
Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2).
PREFERENCES
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
Supervisory experience in Occupational Safety and Health or related field is preferred. Completion of advanced training resulting in certification as a Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) is preferred.
Proficiency in Microsoft Office Application including MS Word, MS Excel, MS PowerPoint, MS Outlook, MS Teams.
