DESCRIPTION OF DUTIES
Functions in an analyst role to provide analytical, administrative and/or management systems services. The position will serve as a business process analyst representing the permitting organization in support of HouPermits, the permitting system that is currently in development. This staff analyst will support system implementation, support the integrated plan review system (ProjectDox), and after will work in a support role translating business needs into system requirements.
The Staff Analyst responsibilities of this position include, but are not limited to:
Works closely with subject matter experts to gather and document business requirements in support of the new permitting system.
Assists with tracking business requirements against the system development to ensure the requirements are accommodated. Identify and document gaps in system functionality and communicate these to the technical team
Tests the system against documented designs. Provides written or verbal feedback to process owners and/or the technical team, including issues and/or recommendations for improvements.
Tracks reported system bugs through resolution.
Assists in translating business requirements and use cases into test conditions that provide expected results for product, performance, and user acceptance testing.
Participates in quality management reviews, in particular reviews of the designs, prototypes and other work products to ensure they fulfill the requirements.
Serves as a liaison to the business user community and strives to learn the permitting business processes to understand the customer's perspective.
Makes recommendations for process improvements either during or after system implementation.
Serves as a resource for the Change Management Team as they evaluate training and performance support needs and design the training and performance support products.
Investigates and makes recommendations for addressing issues of medium to high complexity and/or sensitivity
Compiles data, produces information and interprets results through conclusion or recommendation formulation. Develops reports, special documents or publications as assigned.
Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of medium to high complexity.
Represents supervisor at meetings and functions to gather information while sharing opinions and recommendations.
Prepares, edits, and revises department policy and procedure manuals. Responds to correspondence, requests for information, etc. as assigned by supervisor.
Participates in the development or updates of standard operating procedures, administrative policies, and documents updates and changes when needed.
Interprets administrative policies and oversees communication with department personnel regarding these policies.
Exhibits excellent written and verbal communication skills.
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed my substitute for the experience requirement on a year for year basis.
EXPERIENCE REQUIREMENTS
Three (3) years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed my substitute for the education requirement on a year for year basis.

PREFERENCES
Preference shall be given to applicants with Infor Public Sector (IPS) software experience. Preference shall be given to candidates with experience using Azure DevOps for purposes of documenting, tracking and querying features, requirements, bugs, issues and tasks.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
