Summary The position is located in the Bureau of Administration, Global Operations Directorate, Logistics Operations, Regional Logistics Centers, Miami Despatch Agency (A/GO/OPS/RLC/MI). Among its responsibilities, the RLC provides overall direction to the Department's regional logistics operations and is the primary POC with the commercial transportation industry outside of the Washington, DC area. Responsibilities Plans, directs, organizes, evaluates, coordinates, and integrates the import/export freight services program efforts of the Miami Despatch operations to achieve efficient and effective logistics support. Provides advice and confers with key USG and transportation industry officials to discuss policy and resolves technical problems involving policy interpretation, and implementation. Serves as the Contracting Officer's Technical Representative (COTR) for contractors in the Miami area providing transportation services, such as the Consolidated Receiving Point. Provides leadership direction on technical operational matters involving the coordination, liaison, assistance, and advice to other Despatch Agencies during day-to-day operations. Manages a workforce dedicated to the movement of supplies, equipment, employees' personal and household effects and a wide variety of other shipments for the Department and numerous other USG agencies and international organizations. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-14 grade level MUST have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organizations personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this INCLUDED responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. In addition, Qualifying specialized experience must demonstrate the following: Experience interpreting traffic management and transportation regulations and policies to advise on technical approaches. Experience analyzing policies and procedures in travel/transportation programs to provide recommendations for program issues. There is no substitute of education for specialized experience for the GS-14 position.
