SUMMARY
Holocaust Community Services (HCS), a program of CJE SeniorLife and
Jewish United Fund, provides comprehensive financial and psychosocial
assistance to more than 1,500 Holocaust survivors living in the
Chicagoland area. The Homecare Support & Quality Assurance Specialist
will be responsible for oversight, support, and compliance monitoring
for the financial assistance provided to HCS clients for private
caregiving services. The employee has the option to become a dues-paying
member of Service Employees International Union Local 73.
**Holocaust Community Services (HCS), a program of CJE SeniorLife &
Jewish United Fund,** provides comprehensive financial and psychosocial
assistance to more than 1,500 Holocaust survivors living in the
Chicagoland area. HCS is the only local program dedicated solely to
supporting needy Holocaust survivors as they age. All services are
provided through a person-centered and trauma-informed lens, and the
programs primary mission is to provide support to survivors that enables
them to continue to live independently in the community for as long as
is safe and appropriate. Services include financial support for food,
medication, homecare, transportation, and emergencies; support groups,
counseling, and case management; wellness programming; socialization
events and opportunities; and assistance with reparations claims.
The **Homecare Support & Quality Assurance Specialist- Russian
Speaking** will have a unique opportunity to work with this special
population, providing oversight of the financial assistance provided to
HCS clients for private caregiving services. This employee will join a
team of nearly 25 talented professionals who strive to provide an
affirming and supportive culture in which everyone can grow and thrive.
Each team member receives group and individual supervision weekly to
enhance skills and support their professional growth and self-care.
Essential Duties and Responsibilities include the following. Other
duties may be assigned.
Monitor compliance with HCS homecare policies and funder
regulations.
Perform regular check-in calls and/or home visits to clients
receiving financial assistance for homecare to ensure that high
quality services are being provided, and that financial assistance
meets compliance standards based on HCS policies and funder
regulations.
Liaise with clients, care partners (caregivers, family, etc.),
and/or other homecare providers to coordinate and confirm care.
Develop relationships with providers including the State of Illinois
Community Care Program (CCP) and its Community Care Units (CCUs) and
vendor agencies.
Develop detailed understanding of HCS funder requirements and
regulations in order to monitor client eligibility criteria,
maintain proper records, and provide ongoing education to clients
and their care partners about HCS services and policies.
Track and manage to completion service, quality, and compliance
issues as they arise, working in partnership with the HCS team and
clients to identify and implement solutions that are in the best
interest of both the program and its clients.
Provide key support for HCS Care Managers, acting as an additional
point of contact for clients and their care partners (i.e.
caregivers, and/or family members), offering education and support,
and making resource linkages as needed.
Work with HCS and CJE SeniorLife Leadership as needed to develop,
adapt, and communicate internal protocols, policies, and metrics to
improve administrative and homecare service practices and compliance
standards.
Document and report changes in client circumstances or services to
Care Managers and supervisors.
Participate in weekly individual supervision/case consultation and
weekly team meetings.
As an HCS team member, participate in socialization programs such as
Caf Europa, Holocaust commemorations, and holiday and birthday
celebrations.
Education and/or Experience
Bachelors degree or higher from an accredited college or university
in gerontology, social services, psychology, or other related areas
required.
Bilingual in English and Russian required including oral fluency.
Minimum 2 years of social services and/or quality assurance
experience required; experience with Illinois Community Care Program
and/or other professional caregiving services preferred.
Certificates, Licenses, Registrations
Valid Drivers license and car for travel throughout the city and
suburbs preferred.

Excellent computer skills, including Microsoft Office
Strong organizational and record-keeping skills
Sensitive interpersonal and oral communication skills
Knowledge of human behavior and experience with older adults and/or
family systems preferred
Knowledge of trauma and trauma-informed care preferred
