Summary This vacancy is for a GS-1750-11, Instructional Systems Specialist located in the Department of Homeland Security, U.S. Coast Guard, SMTC INSTRUCTIONAL SYSTEMS BRANCH. Responsibilities You will serve as an Instructional Systems Specialist and be responsible for assisting the Training Officer and analyzing, designing, developing, implementing, and evaluating Coast Guard resident, exportable and e-learning training conducted at SMTC. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Analyzes, designs, develops, implements and evaluates resident training and distance learning. Analyzes and evaluates training programs and proposals in regard to Coast Guard policy and mission. Establishes and maintains working relationships between Training Division Branches and other Coast Guard programs. Establishes policy and procedures for developing and delivering resident and distance learning in conjunction with the goals and objectives of the Training Division. Modifies/revises course materials/plans for specific audiences. Reviews and edits curriculum outlines, instructional materials and all related exams and performance evaluations. Plans, organizes and coordinates the development, tracking, and scheduling of various programs presented on resident, exportable, and distance learning materials/methods. Provides professional guidance to Training Division staff on the format and design of the course and instructional material. Qualifications Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. You MUST meet the following requirements: EDUCATION: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. AND To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience must include the following: Applying statistical data to various software applications to develop utilization reports based on intervention output requirements Responding to and tracking product feedback, library feedback, and requests for intervention revision from the field Serving as an instructional design and development ISS for the development or revision of distributed performance support interventions NOTE: Education CAN be substituted for experience at this grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Have 3 full years of progressively higher-level graduate education leading to a Ph.D degree or Ph.D or equivalent doctoral degree. OR Possess a combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. The total percentages must equal at least 100 percent to qualify at that grade level NOTE: Transcripts must be submitted with your application.
