Deputy Project Manager (ICE-2024-21950):
Bowhead seeks aDeputy Project Managerto manage, direct, and coordinate planning, recruiting, hiring, staffing, contract management, and future growth for the Department of Homeland Security (DHS), Immigrations and Customs Enforcement (ICE) administrative and clerical support staff contracts.
Responsibilities
The Deputy Project Manager will manage day-to-day management of program operations for the western region by developing management procedures and controlling, planning, and directing program execution; monitoring and reporting progress; managing program resources; and managing and controlling financial and administrative aspects of the program with respect to contract requirements under the direction of the Deputy Project Manager. These duties include daily interface with contract employees and customer contacts at DHS ICE offices throughout the United States, ensuring contract requirements are being met, and employees are properly managed and performing within contract scope.
Additionally, the West Region Deputy Project Manager will be required to recruit and process new hire employees as positions become vacant in the West Region, as well as review and provide input/participate in business development contract opportunity research, proposal writing, review, and submission.
Tasks will include:
Explains policies, procedures, purpose, and goals of Bowhead's organization to subordinates.
Formulates and reviews strategic plans and deliverable items, determines contract costs and ensures conformance with standards.
Actively assures the implementation and compliance of corporate Quality Management goals, and contractual Quality Assurance Plans.
Oversees and manages multiple employees in different geographic locations.
Performs daily timesheet audits adhering to DCAA regulations.
Engages in regular meetings with the CORs, either telephonically or through TEAMS, and provides required reports and documentation to the CORs in a timely manner.
Recruits and processes necessary new hire DHS ICE clearance documents for the West Region
Reviews and validates technical and financial reports, analyzing metrics and identifying areas for improvement.
Gathers and maintains progress report metrics based on PWS support requirements.
Participates in business development activities as required, to include proposal writing and reviews, and new opportunity research.
Other duties as needed/assigned.
Qualifications
Bachelor's Degree Required
Candidates must have a minimum of three years' experience leading and managing projects and/or programs to include managing 50+ employees remotely.
3+ years supervisory experience preferred.
Project Management/Project Planning/Project Analysis experience needed.
Required to understand and speak to their experience with strategic planning, personnel management, subcontractor interface, customer relations, security screening submissions, operational planning and management.
Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
Ability to communicate effectively with all levels of employees and outside contacts. To receive and respond to instructions/assignments, must be able to read, write and speak English.
Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

Must be able to lift up to 35 pounds
Must be able to stand and walk for prolonged amounts of time
Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIRED: Must be able to obtain a security clearance at the DHS ICE T2 level.
