What You'll Be Doing
The Cadmus Group seeks an experienced, professional engineer to provide support in developing preliminary engineering reports (PERs) for community and Tribal drinking water systems. The successful candidate will have a strong background as a technical assistance provider and/or regulator for public water systems and/or wastewater utilities. They will utilize their understanding of system operations, infrastructure, regulations, and related programs to support water and wastewater utilities. They will lead coordination among different disciplines and stakeholders, including contractors, clients, and project teams. They will provide leadership to engineers in training staff with supporting the development of PERs. They should be comfortable working with water and wastewater utility operators and their regulators and should have a strong familiarity with the challenges operators face, especially in small, rural communities. Some of the time will be spent in the field at water and wastewater utilities, so successful candidate must have good communication skills and a willingness to travel. Experience working with tribal utilities, conducting sanitary surveys, and/or operating a water system would be especially helpful.

Responsibilities
Responsibilities:
Be responsible for the development of PERs for community and Tribal drinking water systems.
Provide technical expertise and leadership in support of technical assistance to drinking water and wastewater utilities, regulatory program implementation oversight activities, and guidance development.
Conduct Sanitary Surveys at water systems.
Demonstrate professionalism and sound judgment in interactions with clients and colleagues.
Be responsible for the development of conceptual design and cost estimation for water projects.
Review technical submittals, schedules, and change orders for water projects, such as water lines, water treatment plant modernization, water storage, and pump stations.
Be responsible for project management including subcontractor management and project reporting
Direct interaction with clients, utilities, and state representatives including effective delivery of presentations, leading discussions, and conducting on-site visits (as needed) in support of technical assistance provided to diverse communities.
Be responsible for the development of client-ready engineering products.
Demonstrate successful task prioritization and management skills.
Demonstrate quality assurance and quality control of products.
Conduct effective research and analysis.
Demonstrate effective written and verbal communications.
Ensure outcomes that satisfy client requirements (i.e., accomplishment of required deliverables on time and ensuring client satisfaction).
Support business development efforts by maintaining and updating the organization's eminence in the water space.
Supervise or mentor junior staff.
Qualifications
A Master's degree with coursework in Environmental or Civil Engineering or another relevant area and at least 8 years relevant work experience OR a Bachelor's degree and at least 10 years of relevant work experience.
Licensed Professional Engineer.
Demonstrated experience with Safe Drinking Water Act and/or Clean Water Act regulatory programs.
Certification as a water and/or wastewater operator would be advantageous.
Knowledge of EPA's to the National Primary Drinking Water Regulations.
Experience with PFAS contamination and treatment; lead in drinking water and corrosion control treatment; and/or drinking water laboratories and analytical methods would be advantageous.
Strong analytical, problem-solving, and critical thinking skills with the ability to learn quickly, adapt to changing environments, and work independently as well as collaboratively in a team environment.
Experience with technical design and construction skills.
Strong written and verbal communications skills.
Excellent organizational skills with keen attention to detail.
Ability to adhere to deadlines.
Positive work ethic in all situations with coworkers, project managers, and clients.
Knowledge of engineering software and tools, such as Bluebeam, CAD, and ArcGIS is preferred.
Proficiency in Microsoft Office applications including MS Word, PowerPoint, and Excel.
Candidates must be willing and able to travel for field-related work.
Candidates must be eligible to work in the United States as a U.S Perm Resident or U.S. Citizen and able to obtain a security clearance if required.

The minimum starting salary for this position is $114,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
