The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRAis
dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Career Services offer Cash Assistance clients opportunities to help them increase their job skills and build a career that will lead to success and financial security. HRA's Career Services works closely with clients to find opportunities that match their skills, needs, and career goals, and help them work toward opportunities to grow and build a successful career. Career Services is comprised of four (4) units who will work cohesively to monitor the Career Service Providers and many other programs. The units include the Provider, Client and Business Services unit, The Education and Youth Services Unit, The Systems Innovation and Engagement Unit and The Contracts, Budgets and Special Projects Unit.
The Office of Career Services is recruiting to hire three (3) Staff Analyst II to serve as Budget Analysts, who will:
Review and take appropriate action related to contracted vendors/providers budgets, budget modifications and invoices in PASSPort. Requests and tracks budgets for Certification of Funds; and
utilizes the contracts to determine allocation of funds is correct and expenditures are appropriate; and ensures timely revenue reconciliation.
Research documents submitted, including justifications collected from the Contract Compliance, Quality Assurance and/or Contract Monitoring unit, summarizing the justifications of approvals and denials, and data collected to process provider appeals for individual and aggregate performance-based credit or payment in a timely manner.
Communicate with vendors and providers to resolve outstanding budget and invoice issues; reviews and takes the appropriate action for provider appeals related to performance-based payment and/or credit by conducting research through the review of data and documentation; advises Sr. Budget and Contract # of Positions Analyst of the need for special payment and encumbrance of funds.
Tracking, monitoring and analysis of expenditures and spending trends and notable performance variances to identify fiscal risk and emerging issues that may impact the performance or the delivery of
services by vendors and providers. This includes creating and maintaining expenditure reports, data entering and retrieving data from spreadsheets and databases.
Collecting and analyzing of fiscal data to monitor spending and identification of data trends for the preparation comprehensive reports used to identify fiscal deficiencies and potential impact to program
including inconsistent spending trends.
Assist in the performance of cost benefit analysis; including analytical reports and briefings on related programmatic and budgetary issues; budget projections, spending plans, and variance reports.
Provide assistance, as directed, and related to contract configuration, certification of funds and budgets for new awards, renewals and modifications to the procurement and contract analyst to facilitate timely submission of oversight approvals and clearances.
Salary Range: $ 70,310- $ 80,856
Work Location: 4 WTC
Hours/Schedule: 09:00 AM to 05:00 PM M-F
Qualifications
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
