Description
This position will support the DISA GSM-O II Task Number 09 (TN09) DISA Global Field Command. GSM-O II provides network operations and cyber defense support to the Defense Information Systems Agency (DISA) in support of the DoD and COCOMs. The selected candidate will provide expertise on planning, management and development of operational capabilities for implementation of defensive hardening initiatives while collaborating with and providing DISA Global’s DCO representation to internal/external multi-Command /Agency/Service /Field Activity (CC/S/A/FA) planning teams and working groups.
Primary Responsibilities
- Provide support to assist with current/future project planning/management and capability requirements need in support of DISA Global and their defense of the DoD and COCOMs.
- Analyze organizational cyber policy and design/integrate a cyber strategy that outlines the vision, mission, and goals that align with the organization’s strategic plan.
- Monitor the rigorous application of cyber policies, principles, and practices in the delivery of planning and management services.
- Proactively provide policy guidance to cyber management, staff, and users
- Review, conduct, or participate in audits of cyber programs and projects.
- Participate and provide TN09 input and support on customer led initiatives and RFIs
- Planning will include a variety of viable cyberspace options and courses of action to ensure current and future operational needs are met and delivered.
- Provide planning expertise for the development of plans, processes, and procedures for the operation, protection, and defense of the DODIN and provide input to address shortfalls, prioritize and validate requirements and be prepared to modify development-planning efforts based on the changing cyberspace environment.
- Team with other working groups to tackle emergent threats or larger operational projects.
- Work to streamline missions, functions, and task across 3 sites to present a unified DISA Global and delivery efficiencies for supporting DOD’s cyber defense mission.
- Coordinate, de-conflict, and facilitate communications with all applicable staff elements, subordinate headquarters/commands, service cyber components, CCMD, components, and agencies with cyber-related missions.
- Ensuring programmatic reporting like CDRLs, AQLs, QA/QC etc are created and delivered in a timely manner.
Basic Qualifications
- Bachelor's degree with 8+ years of professional experience (related DISA experience and cyber courses/certification is accepted in lieu of a degree.)
- Must have DoD-8570 IAT Level 2 baseline certification (Security+ CE or higher) at start date and be able to obtain CSSP-A certification within 180 days of start date.
- Four years of experience in project management or leading large/complicated projects
- Proficient understanding of Cyber Network Defense (CND) in regard to protect, detect, respond and sustain within a Computer Incident Response organization.
- Excellent verbal and written communication skills including the ability to clearly articulate technical and strategic level cyber matters to a variety of audiences.
- Highly developed research and analytical skills to pinpoint statistically significant patterns related to cyber threats.
- Understanding of TCP/IP, common networking ports and protocols, traffic flow, system administration, OSI model, defense-in-depth.
- Must have an active Secret to start and ability to obtain Top Secret/SCI clearance.
Preferred Qualifications
- Project Management Certs like: PMP, CISSP-ISSMP, PMI-ACP, CSM etc.
- Knowledgeable in Cloud security/defense.
- Experience with DISA and DoD Networks.
- Demonstrated experience briefing senior leadership.

Pay Range:
Pay Range $104,650.00 - $189,175.00
